"ALLIANT" GOVERNMENT - WIDE ACQUISITION CONTRACT (GWAC)
Sponsored by the U.S. General Services Administration (GSA), the ALLIANT GWAC
is a very flexible contractual vehicle that allows Federal Government clients
to obtain a broad range of high quality Information Technology (IT) support
services across all business and mission-oriented disciplines. It provides
the greatest amount of flexibility possible to efficiently and effectively
support the federal government's needs in its daily operations, its protection
of infrastructure, the fight against terrorism and the development and marketing
of emerging technologies. The ALLIANT contract offers Infrastructure, Application,
and IT Management Services to support Federal government agencies’ integrated IT
solution requirements. The contract can be used by all Federal and Department of
Defense Agencies with Delegation Authority. ALLIANT replaces the previous GSA
Contracts, ANSWER and MILLENIA.
The GSA ALLIANT GWAC is a 10-year (five year base, one five year option) Multiple Award/Indefinite Delivery, Indefinite Quantity (MA/IDIQ) contract that provides IT Solutions through performance of a broad range of services to include the integration of various technologies critical to the services being acquired. Services may be acquired worldwide and cover functional areas such as systems integration, software development, and communication infrastructures. Because it is a multiple-award contract, vendors have already been selected, ensuring the necessary experience and credentials to manage large task orders.
The contract vehicle allows maximum flexibility at the task-order level.
The pricing options for task orders, which have no ceiling, not only include
fixed prices, but also accommodate cost reimbursable efforts and other direct
costs. The cost reimbursable option is particularly conducive for long-term,
technically complex projects. The contract uses a streamlined task order
procurement process that allows agencies to formulate requirements and rapidly
procure them either directly or through GSA’s assisted services offering.
The ALLIANT GWAC is structured to support objectives of the Federal Enterprise Architecture (FEA) program, all components of the DoD Enterprise Architecture (EA) framework:, and other important government-wide policy initiatives. The embedded support for EA practices will facilitate compliance with Federal policy mandates for IT investments. The alignment of federal agencies’ requirements and proposed IT solutions relative to FEA is optional. As federal agencies and governing bodies work to mature the FEA Reference models, ALLIANT will be updated to correspond with agencies’ evolving mission needs.
