EAGLE enables DHS business and program units to accomplish their mission objectives. The contract can also be used by other government agencies involved in homeland security related activities.

ManTech will actively pursue opportunities to team with the outstanding companies that have been awarded prime contracts in these other functional areas. We are seeking qualified 8(a), veteran-owned, woman-owned, and service-disabled small companies as subcontractors to provide staff and expertise in these support-services areas.

Subcontractor Relationships

ManTech has been in the IV&V business for 20 years. We have developed broad and deep relationships with many of the best companies in this field. Based on our long-term relationships and knowledge of the marketplace, we have identified, screened and selected appropriate potential partners and subcontractors for Functional Category 3. Each business partner brings unique capabilities that add breadth and depth to ManTech’s offerings.

For each task order request, we will survey our teammates and submit a proposal optimized to meet the needs of DHS. Participation in any task order will depend on each company’s ability to meet the technical, management, staffing, and other resource requirements.

ManTech is committed to supporting small and emerging businesses across all of our government contracts. For EAGLE, we have made a commitment to use small businesses to perform at least 40 percent of our awarded work.

We successfully used our methodology on projects for the Housing and Urban Development (HUD), U.S. Patent and Trademark Office, Department of Energy, Drug Enforcement Administration, Department of Education, National Reconnaissance Office, Fairfax County, and the U.S. Senate. We have also successfully undertaken direct IV&V of large integrators such as Lockheed Martin and EDS on complex software-development efforts.

Quality Assurance

ManTech integrates quality assurance into every phase and activity of each task. "Quality through Verification and Validation" (QV2™) is the principal tool we use to accomplish work under Eagle Functional Category 3 and for internal project quality control. Our QV2 methodology fully conforms to industry standards as established by the SEI-CMM®, ISO-9000, and ANSI, and is based on the following principles:

• Make quality a part of the Task Order from its inception
• Structure quality planning and reviews in the task requirements
• Apply quality assurance within the system development life cycle model
• Identify risks early and apply resources as needed to mitigate those risks
• Conduct quality reviews of services and deliverables
• Aggressively use metrics, trend analysis, and lessons learned to evaluate performance

Sound Quality Assurance (QA) enables us to identify potential problems early and take immediate action before poor quality impacts performance. ManTech uses the prescribed methodology, policy, and procedures for the Quality Management Program. We conduct audits of all task order projects, including baseline audits, phase audits, quality assurance audits, and ad hoc audits, and fully documents audit findings.

Our IV&V model begins with the development of the program management plan and supports the entire Software Development Life Cycle (SDLC) through metrics, risk management, configuration management (CM), and formal testing programs. The figure below outlines our key task activities, skills required, and ManTech's solution offering. By defining functional quality activities for each phase of the life cycle, we are able to include the activities in our task planning and ensure that we allocate sufficient resources for QA.
