System Engineering 

As declared in our mission statement, MSEC strives to make technology our clients’ competitive advantage, and our expertise with Systems Engineering is what gives us the ability to do this. Specifically, MSEC employs Subject Matter Experts (SMEs) in the fields listed below.

Each of these specific areas of Systems Engineering will be discussed in the paragraphs that follow.


Systems Engineering Radar screens have evolved considerably from the blip and bleep days of operators not being sure if what was causing that noise was a flock of birds, a friendly commercial airliner, or an enemy combatant to today’s incredibly sophisticated Combat Identification (Combat ID) and Radar Systems.

MSEC increased the reliability and validity of airborne vehicle recognition information. Additionally, we have Combat ID and Radar Systems SMEs providing feasibility studies and technical analysis with functional modeling, system level concept evaluation and design development, detailed design specification and development, embedded software applications, and signal data processing.


Systems Engineering MSEC has been providing Reliability and Maintainability (R&M) and Systems Safety for naval aircraft for more than 30 years. During this time, we have performed system design, analysis, and modeling; reliability growth; operational performance evaluation and analysis; and predictive modeling and analysis. We have also developed various R&M tools; determined and analyzed failures and root cause(s); profiled and analyzed temperature, vibration, and shock profiles; and analyzed fleet availability and readiness. In the area of systems safety, we have provided assessments for new and modified systems, hazard analysis and investigations, and flight clearance evaluation, analysis and approval.



Systems EngineeringIn the areas of Aeroballistics and Weapons, MSEC personnel have been involved in every developmental, testing, and operational phase for nearly all naval Fleet aircraft in use today. Specifically, MSEC professional and technical experts have participated in warhead fragmentation characterization and safe escape analyses, weapons separation and air vehicle/stores compatibility, tactical hazard, mass properties, and certification testing.

We have also provided operability and suitability of aircraft armament control systems analyses, structural analyses and investigations, waterfront operators liaison, and tactical weapons employment documentation (TACMANs) in addition to sponsoring and facilitating Cruise Missile Conferences and developing an automated weapon planning and delivery tool (ATACS).


Systems Engineering Acoustics and Structure-Borne Noise
translates to the notion that everything that moves leaves a signature of some kind behind it. In and on the water, that signature is referred to as a wake, and MSEC personnel have been studying them for more than 20 years. In fact, our personnel have analyzed the signatures of every military and Coast Guard vessel in use today.

Specifically, we study propagation, sonar performance, element and beam-formed noise, deployable and off platform sensors/systems, commercial evaluations, and sonar system engineering: hull mounted and towed configurations. Additionally, we provide full-scale and model-scale signature acquisition/analysis, analytical modeling, platform/threat weapon vulnerability modeling, towed array conceptual design, development, and in-service engineering.


Systems EngineeringA comprehensive, well-planned, and properly executed program of Test and Evaluation (T&E) and design verification is key to ensuring that the Fleet is provided with reliable, maintainable, and available systems and equipment, and MSEC personnel have provided T&E for virtually every platform, equipment, ordnance, and C4I systems operating in the Navy today. Specifically, we provide test planning and Test Plan development, test conduct support, data measurement systems development and calibration, and data collection, analysis, extrapolation, and reporting for T&Es such as those listed below.

  • Simulation/Stimulation Development and Verification
  • Field Test and In-Service Engineering
  • Developmental and Operational Testing
  • Manufacturing and Laboratory Testing
  • System Operational Verification Testing (SOVT)
  • Independent Verification and Validation (IV&V)


Systems Engineering Today, the technology world is filled with signals, including images from remote space probes, voltages generated by the heart and brain, radar and sonar echoes, seismic vibrations, and countless other applications. For more than 10 years, MSEC has been involved in Signal Acquisition Processing and Analysis to provide target recognition, acoustic measurement, image enhancement, data compression, active and passive detection, and tracking.

Our work in advanced signal processing and analysis includes sophisticated sensor/sensor array design, analysis, specification, and acquisition in order to develop and implement advanced measurement technologies so that a signal transmission path can be analyzed and specified. MSEC engineers and analysts provide specification, design, development, implementation, analysis, and maintenance of signal conditioning, processing systems, detailed data analysis (modeled and measured), database archives, and measurement ranges.


Systems EngineeringAccurate and valid Instrumentation and Test Equipment is critical to the success of every mission and MSEC personnel are cognizant of that. Our engineers and technicians have decades of experience working with requirements analysis and conceptual design, implementation and fabrication, printed circuit board design and fabrication, and integrated sonar system interface/recording systems.

We also analyze, design, and develop sensor array simulators special purpose electronic test equipment and testers, including telemetry system integrity, sonar array depot and IMA, sonar array at-sea performance, and acoustic calibration control.
