Barbara Haines-Parmele

Barbara Haines-Parmele is President of ManTech's Intelligence Sector. In this role, she leads strategic and operational initiatives to address the Intelligence Community’s (IC) most critical missions. She is an accomplished executive with over 25 years of experience leading large organizations and initiatives in the federal government, financial services and management consulting sectors.

Ms. Haines-Parmele previously served as as Vice President and Division Manager of ManTech International’s National Intelligence Solutions Division, where she oversaw all aspects of financial performance, business growth, customer satisfaction, and workforce management. She began her career at ManTech as a Program Manager, rising to Vice President in 2018.

Previously, Ms. Haines-Parmele served in several pivotal leadership roles managing large-scale change initiatives for the Federal Reserve System. She has also held senior consulting positions with Arthur Andersen’s Global Human Capital practice and Delta Development Group.

She holds an M.Ed. in Training & Organizational Development and a B.A. in Political Science from Penn State University. In addition, Ms. Haines-Parmele earned her Project Management Professional (PMP) and completed an Executive Leadership Program at Lake Forest Graduate School of Management.
