OASIS

One Acquisition Solution for Integrated Services (OASIS) is a government-wide multiple award, indefinite delivery, indefinite quantity (MA-IDIQ) task order contract. OASIS is designed to address government agencies' needs for a full range of professional service requirements for solutions that span multiple core professional service disciplines (program management, management consulting, logistics, engineering, scientific, and financial); contain significant IT components (but are not IT requirements themselves); contain ancillary support components [commonly referred to as other direct costs (ODCs)]; allow flexibility for all contract types at the task order level; and integrate multiple professional service disciplines.

OASIS provides agencies with total integrated solutions for many professional service-based requirements on a global basis. Areas of expertise include, but are not limited to:

  • Communication
  • Compliance
  • Defense
  • Disaster
  • Energy
  • Environment
  • Financial
  • Health
  • Intelligence

OASIS may be used to support and/or improve an organization's Program Management, Management Consulting, Engineering, Scientific, Logistics, and Financial disciplines that span all lifecycle phases for a total integrated solution, as depicted in the OASIS Program Architecture and Core Disciplines illustration (see link in right side bar).

Regardless of an agency's expertise or mission space, OASIS can be used to support and improve an organization's program management, management consulting, engineering, logistics, or financial services requirement to deliver a total integrated solution.

How to Use

The General Services Administration (GSA) designed the OASIS contract for easy use and has provided two flexible options for placing task orders:

  • If your organization has its own contracting officer, you can use the OASIS Direct Order/Direct Bill feature. Contracting Officers who do not have an OASIS delegation of authority issued by GSA can obtain one through a simple procedure managed by the GSA OASIS Program Office. Visit GSA's Delegation of Procurement Authority website at: http://www.gsa.gov/portal/content/178207
  • GSA's Assisted Acquisition Services (AAS) can help you navigate all or part of the OASIS task-order process, from procurement through performance and closeout. Access the Assisted Acquisition website to learn more: http://www.gsa.gov/portal/category/21310
