Fran Foley brings a unique blend of strategic leadership and operational expertise to his role as Executive Director of the Advanced Cyber Training Program (ACTP) at MANTECH.

Joining the organization in 2016 as the Director of Operations for ACTP, he quickly demonstrated his capabilities, leading to his promotion to Director in 2020. Under his direction, ACTP has experienced exceptional expansion and continues to solidify its prominent reputation within the cyber training landscape.

Fran’s extensive career background also encompasses valuable experience in the National Football League and numerous college football programs. This diverse professional journey has equipped him with a strong foundation in team management, talent development, and large-scale program execution.

In his current capacity, he is responsible for managing a robust team of highly skilled instructors and operational staff, ensuring the continued delivery of ManTech’s cutting-edge cyber training solutions.
