Mr. Matthew Loftus brings over a decade of experience supporting the Military Health System (MHS), with proven leadership in program and project management, system modernization and data exchange initiatives.

 

He joined MANTECH in 2019 as a Project Manager supporting SPORTS and currently serves as Deputy Program Manager for the EIDS Data Exchange Platform. In this role, Mr. Loftus has led critical modernization efforts, including the migration of the Data Exchange Service (DES) to container technologies, as well as overseeing the implementation of the Health Record Snapshot and MIP Record Print capabilities. His leadership has been instrumental in driving innovative, secure and scalable solutions that advance MHS data interoperability.

Prior to MANTECH, Mr. Loftus supported a variety of high-impact MHS initiatives, including FISCAM audits, MedCOI migrations and NDAA wait time studies, giving him a comprehensive perspective on the operational, compliance and technical challenges of military healthcare systems.

Mr. Loftus holds a Bachelor of Science in Information Systems and Operations Management from George Mason University and a Master of Science in Information Technology with a concentration in Information Security and Assurance from Purdue University Global. He is also certified in Project Management Professional (PMP), Certified ScrumMaster (CSM), SAFe Agile, and ITIL, underscoring his strong foundation in both traditional and agile program management practices.
