With decades of experience at hand, Bill “BK” Kelley is responsible for all operations aspects of ManTech’s Air Force and Space Division.
He leads and directs missions with specific focus on the strategic positioning of ManTech as an industry leader in this arena. He is also responsible for business development, program execution, customer relations, business planning, and financial performance to build and sustain the company’s revenue growth and profitability. Mr. Kelley’s portfolio includes work across the U.S. Air Force (USAF), U.S. Space Force (USSF), NASA, Defense Advanced Research Projects Agency (DARPA), and other defense agencies. Since joining ManTech in 2007, Mr. Kelley has held several progressive titles, to include Program Manager, Program Director, Executive Director, and now Vice President.
Mr. Kelley’s career began in the space business more than 25 years ago with McDonnell Douglas, where he worked as a design engineer on payload fairings for the Titan IV rocket program, which at the time of introduction, was the largest unmanned space booster used by the USAF. Mr. Kelley has also worked for Boeing and smaller engineering companies, expanding his responsibilities as a sales engineer and business
development manager. He understands space systems and has made it not only his career, but also his passion.
After pursing his master’s degree, Mr. Kelley was hand-selected to join an executive management training program with The Home Depot, where he learned to manage large teams of several hundred employees and focus on improving operations through precise profit and loss management. Since joining ManTech, Mr. Kelley has grown his portfolio across multiple agencies, supporting his customers in systems engineering & integration, software sustainment, cybersecurity, research & development, space operations, information technology, and financial services.
Mr. Kelley earned an MBA from the University of California, Los Angeles (UCLA), and a Bachelor of Science in mechanical engineering from the University of California, Santa Barbara (UCSB).
He believes in giving back to organizations that have helped him along the way and currently serves as chairman of the Alpha Tau Omega Board of Trustees. Additionally, Mr. Kelley serves as a board member for National Defense Industrial Association – Greater Los Angeles Chapter and as managing board director of TeMA, LLC, which is a joint venture between ManTech and Technik, an 8(a) certified small business.
